Commitment to Workplace Safety
The City of Fairfield is committed to providing a safe and healthy work environment for all employees, visitors, and contractors. The IIPP establishes the policies, procedures, and responsibilities necessary to identify workplace hazards, prevent accidents, and promote a culture of safety.
Safety is a shared responsibility. Management and employees work together to maintain safe working conditions and continuously improve workplace safety practices.
Purpose of the IIPP
The purpose of this program is to:
- Identify workplace hazards before they cause injury or illness
- Establish procedures to correct unsafe conditions
- Provide safety education and training for employees
- Ensure compliance with safety regulations and best practices
- Encourage employee participation in workplace safety
This program follows safety guidelines established by California Division of Occupational Safety and Health (Cal/OSHA).
Responsibility and Accountability
Management is responsible for implementing and maintaining the IIPP.
Responsibilities include:
- Ensuring safe work practices are followed
- Providing appropriate safety training
- Investigating workplace incidents
- Correcting unsafe conditions promptly
- Enforcing safety rules consistently
Employees are responsible for following safety procedures, using protective equipment when required, and reporting hazards immediately.
Hazard Identification and Evaluation
Regular inspections are conducted to identify unsafe conditions and work practices. Hazard identification may include:
- Scheduled workplace inspections
- Equipment and tool safety checks
- Review of injury and illness records
- Employee hazard reports
- Job hazard analyses
Identified hazards are evaluated and prioritized to ensure prompt correction.
Hazard Prevention and Correction
When a hazard is identified, corrective actions are taken to eliminate or reduce the risk. This may include:
- Repairing or replacing unsafe equipment
- Implementing safer work procedures
- Providing additional protective equipment
- Improving workplace conditions
- Updating safety policies or training
Serious hazards are addressed immediately whenever possible.
Employee Safety Training
Safety training ensures employees understand workplace hazards and safe work practices.
Training may include:
- New employee safety orientation
- Job-specific safety training
- Emergency procedures
- Equipment operation training
- Periodic refresher training
Additional training is provided whenever new hazards, equipment, or procedures are introduced.
Communication and Employee Participation
Open communication is essential to workplace safety.
Employees are encouraged to:

Employees can report concerns without fear of retaliation.
Incident Reporting and Investigation
All workplace injuries, illnesses, near misses, and safety incidents must be reported promptly (anonymous reporting available).
Investigations are conducted to:

- Identify contributing hazards
- Implement corrective actions to prevent recurrence
Lessons learned from incidents are shared to improve workplace safety.
Emergency Procedures
Employees receive training on emergency response procedures including:
- Fire safety and evacuation
- Medical emergencies
- Natural disasters
- Hazardous material incidents
Emergency contact information and evacuation routes are clearly posted throughout the workplace.
Program Review and Continuous Improvement
The Injury and Illness Prevention Program is reviewed regularly to ensure its effectiveness.
Program improvements may include:
- Updating safety procedures
- Incorporating new safety standards
- Reviewing inspection and incident data
- Gathering employee feedback
